The gold dust he is referring to is from the California Gold Rush of the 1800s and all the families who went there looking for it but failed to prosper. If there was gold dust in the air, it had no value, and if children had to eat it in lieu of food, that was what it amounted to.

Heres a poem about gold! and gold dust

Dust always blowing about the town,Except when sea-fog laid it down,
And I was one of the children toldSome of the blowing dust was gold.
All the dust the wind blew highAppeared like god in the sunset sky,
But I was one of the children toldSome of the dust was really gold.
Such was life in the Golden Gate:Gold dusted all we drank and ate,
And I was one of the children told,'We all must eat our peck of gold
